Billing & Invoices

Everything you need to know about how ETC billing works, when payments are due, and how to manage your account.

Why Is My Bill for Last Month's Usage?

ETC billing is always two months behind your actual driving. This is because Japan's toll road operators (NEXCO) need time to process and consolidate toll data from across the country before sending it to us.

Example: How Billing Works

January
You drive on toll roads
February
NEXCO processes your January toll data
March
You receive your invoice for January usage

This means if you just started using your ETC card, you won't see a bill for about 2 months.

Invoice Schedule

When Are Invoices Generated?

Invoices are generated on the last day of each month for the previous month's consolidated ETC usage.

Invoice Date

Last day of each month. You'll receive an email notification when your invoice is ready.

Example: Your March 31 invoice covers January ETC usage.

Payment Due

You have 7 days from the invoice date to complete payment.

Credit cards are charged automatically. Bank transfers must be completed within 7 days.

No usage = No charge. If you don't use your ETC card in a given month, there is no invoice for that period. This is great for customers who are deployed, traveling, or only drive occasionally.

Payment Issues

What If My Payment Fails?

Card Declined

If your credit card is declined, you'll receive an email notification. Common reasons:

  • Card expired or replaced by your bank
  • Insufficient funds or credit limit reached
  • Bank blocked the international transaction
  • 3D Secure verification required but not completed

What to do: Log in to your dashboard and update your card details, or contact your bank to authorize the charge.

What Is 3D Secure (3DS) Verification?

3D Secure is a security feature from your bank (not JapanETCcard). When your bank requires extra verification for a payment, you may receive a popup or redirect asking you to confirm with a code, fingerprint, or app notification.

This is normal and protects you from unauthorized charges. If you see a 3DS prompt, follow your bank's instructions to complete the payment. If it fails, contact your bank directly.

Understanding Your Bill

Why My Bill May Be Higher or Lower Than Expected

Bill Higher Than Expected

  • You drove more than you remembered (check usage report)
  • Long-distance trips with higher toll costs
  • Fewer discounts applied (drove during non-discount hours)
  • Regional toll roads with different pricing

Bill Lower Than Expected

  • ETC discounts were automatically applied
  • Mileage credits reduced your total
  • Weekend/holiday discount rates
  • Late-night discount (up to 30% off)

About Mileage Credits & Discounts

ETC automatically applies time-based, distance-based, and mileage discounts to your tolls. These show on your detailed usage report. You don't need to do anything — they're applied at the toll gate.

Common Questions

Billing Questions

I haven't received an invoice yet. Is something wrong?

Billing is 2 months behind actual usage. If you started driving recently, your first invoice will arrive about 2 months later. If your card hasn't been used, there's nothing to bill.

Can I change my payment method?

Yes. Log in to your dashboard and update your payment card or switch to bank transfer. Changes take effect on the next billing cycle.

What happens if I don't pay on time?

You'll receive a reminder email. If payment isn't completed within the grace period, your ETC card may be temporarily suspended until payment is made.

Why was I charged a processing fee?

Credit card payments include a 3.6% processing fee (plus 10% tax on the fee). Bank transfers are lower at 1.5% (plus 10% tax on the fee). These cover payment processing costs.

Can I get a refund if I overpaid?

ETC billing is based on actual toll road usage recorded by NEXCO. Overcharges are extremely rare since data comes from the official toll system. If you believe there's an error, contact support with details.

Do I pay anything if I don't use my card?

No. There is no monthly maintenance fee. You only pay when you actually use toll roads. This makes it ideal for customers who are deployed or traveling.
