Security Deposit (Refundable)
ETC toll usage is billed approximately two months after travel. The linked security deposit secures the payment obligations associated with the approved linked-account group during this billing delay.
The deposit is not used to pay regular toll charges and is not deducted from monthly invoices.
Primary Linked Account
¥40,000
Refundable security deposit for the first ETC Card account in an approved linked-account group.
Additional Linked ETC Card
¥20,000 per card
Reduced refundable deposit for each approved additional ETC Card account linked to the same eligible customer, legal spouse, or company group. Each additional ETC Card still requires its own account and a different email address.
Linked accounts share a combined security-deposit arrangement, but each account maintains its own service plan, monthly fees, invoices, toll usage, billing cycle, payment history, and payment obligations.
The ¥20,000 additional-card deposit applies only after JapanETCcard approves the account linkage. Accounts that are not eligible or not yet approved for linking may be required to provide the standard ¥40,000 deposit.
JapanETCcard generally intends to maintain the standard deposit amounts. Deposits are not increased automatically. An increase or replenishment may be required only when documented circumstances show greater payment or non-payment risk.
How linked accounts and security deposits work
Each ETC Card requires a separate customer account and a different email address.
Eligible accounts may be linked when they belong to the same individual, legal spouses, or the same approved company entity.
The standard refundable deposit structure for approved linked accounts is:
- ¥40,000 for the primary linked ETC Card account; and
- ¥20,000 for each approved additional linked ETC Card account.
The deposits form a combined security-deposit arrangement for the linked-account group.
Linking does not combine the accounts' pricing plans or billing. Each account continues to have its own monthly service fees, toll usage, invoices, billing cycle, payment history, and payment obligations.
Deposit increases are not automatic
JapanETCcard generally intends to keep customers at the standard deposit amounts. Deposits are not raised automatically.
JapanETCcard may require a deposit replenishment or increase only when documented circumstances show greater payment or non-payment risk. Examples include repeated past-due invoices, a change from on-time payment history to repeated late payments, failed or reversed payments, chargebacks, prior delinquency, materially greater unpaid billing exposure, or additional ETC Cards or vehicles.
A single isolated late or declined payment does not automatically require an increase. JapanETCcard considers the overall account and linked-group payment history.
If an increase or replenishment is required, JapanETCcard will notify the affected Customer of the amount, payment deadline, and possible consequences of nonpayment.
Subject to the Customer Agreement, available linked deposits may be applied to valid unpaid obligations within the linked-account group before any remaining deposit is refunded.
Existing customers may qualify for a referral credit when opening an approved additional account. View current referral terms.

Per additional card (2nd, 3rd, etc.)
Examples:
- • 1 card (primary only): ¥40,000 refund
- • 2 cards (1 primary + 1 additional): ¥60,000 refund
- • 3 cards (1 primary + 2 additional): ¥80,000 refund
¥4,000 Manual Cancellation Processing Fee
If you cannot provide proof of chip destruction, a ¥4,000 manual cancellation processing fee will be deducted from your deposit refund.
Why? Without proof that the chip is destroyed, we must manually verify the card is deactivated through NEXCO, which requires additional staff time and compliance verification. Provide a clear photo of the destroyed chip to avoid this fee.
How this fee works
You may cancel at any time with no penalty. The ¥4,000 manual cancellation processing fee applies only if you cannot provide proof that the ETC card chip was destroyed, because JapanETCcard must then manually verify deactivation through NEXCO. Submitting a clear photo of the destroyed chip avoids this fee. Cancellation, card return/destruction, final billing, and deposit-refund handling are described in the Customer Agreement.

Planning a PCS?
Use our PCS Checklist to get automated reminders and avoid missed steps during cancellation. You can keep your ETC card until your final day in Japan – there's no early deadline.
View PCS Checklist →Payment Issues & Deactivation
Applied on last day of month if payment declines
Any unpaid invoice balance, per 7-day past-due cycle. No minimum balance. See details below.
After deactivation for non-payment
3 deactivations = no reactivation permitted
Past-Due Accounts and Payment Disputes
Past-Due Account Administration and Reminder Fee
¥1,500Applied when any invoice balance remains unpaid seven days after its due date, and once during each additional seven-day past-due cycle. No minimum unpaid balance applies.
If an invoice remains unpaid, JapanETCcard performs additional billing administration and sends a new payment reminder. The ¥1,500 fee may be assessed once during each seven-day cycle in which:
- the invoice has any unpaid balance greater than ¥0;
- JapanETCcard issues a new payment reminder; and
- JapanETCcard performs and records additional account-management activity.
This includes partially paid invoices that still have an outstanding balance. Paying the full outstanding balance before the next seven-day cycle begins prevents the next fee from being assessed.
Example: If an invoice is due on June 1 and remains unpaid, the first fee may be assessed on June 8, and again on June 15, June 22, and each following seven-day cycle until the invoice is paid in full.
How this fee works
When does this fee apply?
This fee may be assessed when any amount remains unpaid seven days after the invoice due date. There is no minimum unpaid balance. A new ¥1,500 fee may be assessed during each additional seven-day period in which (1) the invoice remains unpaid, (2) JapanETCcard sends a new payment reminder, and (3) JapanETCcard performs and records additional account-management work. A partially paid invoice remains subject to the fee if it still has an unpaid balance. Paying the full outstanding balance before the next cycle prevents the next fee. This fee is for a separate account-management and reminder cycle; it is not calculated as interest on the unpaid balance.
Payment-Dispute Cost Reimbursement
Actual documented third-party feeIf a Customer submits a payment dispute or chargeback, JapanETCcard may immediately suspend the associated ETC Card and related services while the transaction and account are reviewed.
When an authorized and accurately billed transaction is incorrectly disputed and JapanETCcard incurs a non-refundable Stripe, processor, issuer, or card-network fee, the Customer may be required to reimburse the actual documented third-party fee under the conditions stated in the Customer Agreement. The amount shown on this page is the current pass-through dispute fee (¥1,500); the amount charged will not exceed the actual documented third-party cost, and JapanETCcard adds no profit margin.
This fee is separate from the original invoice and the ¥1,500 Past-Due Account Administration and Reminder Fee. A chargeback does not automatically cancel the underlying obligation to pay valid ETC charges.
Required Fees & Charges
Shipping, verification, activation, portal setup. After 60-day trial.
System upgrades, billing, communications. Deposits exempt.
Administrative Stripe fee on every invoice.
